The Frog, the Pot, and Hungary’s Democracy Boiled

--- on April 13, 2026 the Orban-Hungary Autocracy which neutralized the Democracy was voted out.  Can the Democracy be brought back into play? Lessons for stopping the tilt to Autocracy in America?


(Note:  I claim no deep knowledge of the Hungarian situation, relying here on help from AI systems like ChatGPT 5.2 and Claude Sonnet 4.6.  I only claim deep knowledge of what and how the DIT lens can be used to reveal new insights.  So, if you see problems in the claims about Hungary, and, naturally, in the framing and analysis, please let me know.  Think of this Blog post as a work in progress.  What think?)


You have probably heard the parable: Drop a frog in boiling water and it jumps out immediately. But put it in cool water and slowly turn up the heat — and the frog, never sensing a single dramatic threshold, stays in the pot until it is cooked.


For sixteen years, Hungary was that frog. Viktór Orbán turned up the heat — on the courts, the press, the civil society, the universities — one degree at a time, always with a legal statute in hand rather than a gun. And on April 13, 2026, in a stunning landslide, the Hungarian frog jumped. Opposition leader Péter Magyar and his Tisza party won a supermajority in parliament, ending the rein of Viktor Orbán and his Fidesz party, and sending shockwaves from Brussels to Moscow to Washington.  And, this is important because the MAGA Extreme Right in the US is slowly turning up the heat to boil the American Democracy, and, the question is, when will we American frogs jump out?


But the parable, while vivid, does not explain why the water felt cool for so long, why it eventually felt scalding, or what kind of pot needs to be rebuilt in Hungary now that the frog has escaped. And, even more importantly to the purpose of this Blog:  How can Americans avoid the boiling of the American Democracy, as in getting the frogs out before it is too late, and cool down the water?   For that, we need a better analytical frame.


That frame is Dual Interest Theory (DIT) in Metaeconomics.  For the details on DIT, see FAQ.


A Quick DIT Primer: Two Interests, One Person

 

If you took the basic Econ 101 class, you learned one thing above all others: People are self-interested. People maximize the self-interest based utility, as in max U. It is the bedrock of mainstream microeconomics, what DIT calls Single Interest Theory (SIT). It is not wrong — self-interest is real, powerful, and primal. But it is radically incomplete.


Metaeconomics using DIT makes clear that the founder of economics (who was actually a moral philosopher) Adam Smith saw something SIT misses entirely. Smith wrote two books: The Wealth of Nations (about material self-interest, the profane) and The Theory of Moral Sentiments (about empathy and moral obligation to others, the sacred). Mainstream economics ran with the first book and largely ignored the second. Metaeconomics insists you need both, as in the Wealth & Sentiment, Self & Other-interest, Profane & Sacred.

The result is Dual Interest Theory --- DIT.  Every person carries two fundamental motivational systems --- the human evolved biologically, economically and culturally with both, as in two interconnected circuits and regions in the evolved brain --- jointly and non-separably, as represented in Figure 1.

 

Figure 1 shows three paths:


•        Path 0G — the ego-based, primal self-interest. Material gain. Personal security. Money. Individual advancement. Profane.  This is the “Econ 101 person.” Real. Necessary. But incomplete, and prone to excess.

•        Path 0M — the empathy-based shared other-interest. The ethical, moral, and civic dimension. What we believe we owe one another. What we hold in common. The rules, norms, and institutions we accept as legitimate because they serve everyone, not just ourselves. Sacred.


The best outcome — what DIT calls path 0Z — is not the maximization of either interest alone, but the good balance of both, as in self & other-interest, balance in the profane & sacred, which is the own-interest on path 0Z. A society that only chases path 0G produces crony capitalism, corruption, and raw power. A society that only pursues path 0M becomes rigid, moralistic, and inefficient, especially when path 0M is imposed on people as in an Autocracy. Path 0Z is where human beings actually flourish: Where you can legitimately pursue your own-interest because a legitimate shared ethical framework — rule of law, equal protection, honest institutions — holds the playing field level for everyone.


Path 0Z can be found only in an inclusive Democracy styled system. It can never be found in an Autocracy like was built in Orban-Hungary, and, in the Autocracy the MAGA Extreme Right is building in wannabe Trump-America.


Democracy is the political system that structurally enables path 0Z. Autocracy is the system that collapses it — not by eliminating path 0M, but by capturing and corrupting it.

 

What Orbán Actually Did: The DIT Diagnosis

 

Orbán did not abolish the language of shared values. He was never a nihilist who said “there is no common good.” That would have been too obvious, too easy to resist. Instead, he did something far more insidious: Orban and the Fidesz Party hijacked the content of path 0M and replaced genuine shared other-interest with a dark, exclusionary substitute.

Think about the rhetoric: “national sovereignty,” “Christian civilization,” “protecting Hungary,” “us against Brussels bureaucrats and Soros-funded NGOs.” Each of these is dressed in the grammar of a shared other-interest — it sounds like it is about something we hold in common. But its actual content is tribal, exclusionary, and self-serving for the ruling apparatus, held in the realm of dark empathy. It is what DIT scholars call a dark empathy-based ethic: An “us, the loyal ones, the favored ones” shared interest that systematically excludes the genuine other — minorities, critics, independent institutions, the EU, civil society — and ultimately serves only the inner circle.  It ignores We --- All --- the People to serve the favored Us.


The institutions that generate and protect genuine path 0M content were dismantled in Hungary, one by one, with legal precision and the playbook is being followed by the MAGA Extreme Right in the United States:


•        Courts — packed with loyalists, ensuring that the regime’s path 0G behavior — crony contracts, corruption, media capture — could not be checked.

•        Media — absorbed into a Fidesz-aligned network  --- wealthy supporters bought and then controlled the media --- ensuring that citizens received a manipulated, regime-curated version of what the “shared” interest was.

•        Civil society — attacked through “foreign agent” laws modeled on Russia’s, cutting off the organizations that independently articulate genuine public interests.

•        Universities — the last and most structural target — addressed in full below.

The cumulative effect was that ordinary Hungarians were informationally cut off from the raw material needed to form an accurate shared other-interest.  The focus shifted from what was truly sacred for All the People to what turned into the profane for the favored. When the information environment is controlled, citizens cannot tell genuine path 0M content from the dark, tribalized substitute the regime supplies. The frog cannot feel the temperature of the water because the thermometer has been seized by the government.


Why Self-Interest Under Autocracy Is a “Not So Good” Experience

 

Here is where DIT offers its most counterintuitive and powerful insight. You might expect that autocracy at least liberates self-interest — no pesky regulations, no checks on power, raw ambition rewarded. That is what the Autocracy claims it is doing, giving liberty and freedom.  But this is the great lie of every autocratic promise.


In DIT, self-interest is only well-expressed and well-satisfied when it operates alongside a legitimate shared other-interest, one that has influence but does not control the expression of self-interest. Path 0G needs path 0M as its partner, not its enemy. Why?


•        Crony capitalism degrades most people’s self-interest. When the rules of the economic game are rigged toward regime loyalists, your self-interest in fair wages, career advancement, business success, and economic security is structurally blocked — unless you perform loyalty to the regime. Hungary’s economy reflected exactly this: Years of anemic growth around 0.5 percent, fiscal mismanagement, state-capture economics, and steadily declining living standards relative to EU peers.

•        Brain drain is the aggregate self-interest verdict. When path 0Z is made structurally unavailable, rational people leave. Over 37 percent of Hungary’s population decline in the last decade was attributable to emigration, much of it highly educated talent. This is not people abandoning their self-interest. This is people exercising their self-interest by moving to a country where path 0Z still exists.

•        The fear tax. Even among those who stayed, the experience of self-interest under Orbán was degraded by the constant background cost of self-censorship, political loyalty performances, and the knowledge that the rules could be changed against you at any time.

 

The Universities: Boiling the Path 0M Production Engine

 

What are universities in the DIT framework? They are not simply credential factories producing human capital for path 0G. They are, at their best, the primary institutional home of serious and systematic inquiry in the sciences & humanities, jointly considered — the place where the content of the shared other-interest is formed, tested, challenged, and transmitted across generations. Science, philosophy, law, history, ethics and religion, sociology, economics, political theory: These disciplines are the empathetic and epistemological infrastructure through which a democratic society forms an accurate path 0M — a shared understanding of what is true --- fact-content found with the scientific method ---  fair, and worth pursuing together.


When you capture the universities, you do not just control knowledge. You contaminate the spring from which genuine path 0M content flows. Orbán understood this with clinical clarity and acted accordingly.


The Governance Capture: Path 0M Hollowed Out

 

The mechanism was elegant in its cynicism. Orbán “privatized” most Hungarian universities by transferring them to newly created foundations — not private foundations with genuine independence, but foundations whose boards were packed with government-appointed loyalists. The word “foundation” suggests autonomy; the reality was an extension of Fidesz political control wearing a legal costume.


Before this, state-appointed “chancellors” were installed alongside elected rectors  (like has been done in DeSantis-Florida, a State-level Autocracy, taking control over the Universities in Florida), creating two parallel executives with equal formal standing but radically different loyalties: one to the academic community’s genuine shared other-interest, one to the regime’s dark substitute. The university’s DIT nervous system was split against itself.


The Financial Strangulation

 

The Budapest University of Technology and Economics — the world’s oldest such institution, 242 years old — received real-term state funding in 2024 amounting to roughly 40 percent of what it received twenty years earlier. Underfunded institutions are forced to behave like path 0G actors — chasing enrollment fees, cutting unprofitable but intellectually vital programs — while their governance is simultaneously controlled by boards serving the regime’s interests. The genuine shared other-interest in rigorous, disinterested inquiry was being economically priced out of existence.


Eliminating Entire Disciplines: Amputating Path 0M’s Limbs

 

The regime banned gender studies nationwide in 2018. More recently, a church-affiliated university with close ties to Orbán closed 18 degree programs in social sciences and humanities: sociology (again, in DeSantis-Florida, sociology has been removed from being an option in the General Education realm, and DeSantis picked MAGA cronies who censor which sociology books can be used in Florida Universities), anthropology, history, philosophy. In DIT terms, these are precisely the disciplines whose function is to interrogate, articulate, and refine the content of the shared other-interest. Sociology asks what the shared interest actually is across diverse communities. Philosophy asks whether it is coherent and ethical. History asks what happens when it is corrupted. Eliminating these fields is not an educational policy. It is a strategic amputation of path 0M’s intellectual immune system.


The CEU Expulsion: The Parable Made Concrete

 

The most dramatic single act was the forced departure of Central European University (CEU) — founded in 1991 by George Soros explicitly to train democratic leaders and civil society actors for the post-Soviet transition. After targeted legislation (known as “Lex CEU”) made its continued accreditation in Hungary legally impossible, CEU moved its teaching operations to Vienna in 2019.


In DIT terms, CEU was Hungary’s most concentrated institutional expression of genuine path 0M: A place built on the explicit proposition that fact-based inquiry, empathetic ethical reasoning, and democratic self-governance are not just compatible but mutually necessary. Its presence was proof that path 0Z worked. Its expulsion was the regime’s declaration that path 0Z would not be permitted. The European Commission eventually cut 21 “foundationalized” Hungarian universities from Horizon Europe research funding and Erasmus+ exchange programs. Hungary plummeted to the bottom 20–30 percent of the global Academic Freedom Index, in the company of Chad, Libya, and Vietnam.


The Brain Drain: The Individual DIT Verdict

 

One in four early-career Hungarian researchers was considering leaving the country. Talented students left early to study abroad and rarely returned. Universities lowered admission standards to maintain enrollment. And most corrosively: The social value of intellectual work declined publicly as the regime’s anti-intellectualism normalized the idea that academic knowledge is just political opinion in disguise. This is DIT’s most alarming warning: When path 0M institutions are destroyed not just structurally but culturally — when citizens cease to believe that genuine truth-seeking is possible or worth valuing — the damage outlasts any single regime.


April 13, 2026: The Frog Jumps — A DIT Reading

 

On election day, Hungarians turned out in record numbers — nearly 80 percent, the highest in post-Communist Hungarian history. Péter Magyar’s Tisza party won 138 of 199 parliamentary seats, a supermajority, on 53.6 percent of the vote. Orbán’s Fidesz party collapsed to 37.8 percent.


DIT offers a precise explanation for why this happened now, after sixteen years:


•        The self-interest case for path 0Z finally won. Economic stagnation, rampant corruption, the visible enrichment of Fidesz loyalists, a child-abuse cover-up scandal — these accumulated failures made Hungarians’ experience of self-interest under Orbán’s autocracy intolerable. Path 0G itself demanded a change of regime.

•        The dark path 0M lost its credibility. Orbán’s substitute shared other-interest being imposed on the expression of self-interest --- true freedom and liberty lost --- became increasingly hollow as Hungary drifted into economic dependency on Russia and China, who also impose path 0M trajectories on their citizens. Orban shifted toward Autocractic control as in Russia and China, rather than growing as a sovereign European nation with a truly shared other-interest, and an inclusive sense of what is sacred.

•        Magyar offered a genuine path 0Z. He eschewed culture-war signaling, reclaimed patriotism as inclusive rather than exclusionary, and focused on concrete, ethical shared interests: anti-corruption, healthcare, rule of law, European solidarity.

•        Record turnout is the DIT prediction fulfilled. Mainstream Econ 101 (SIT) has always struggled to explain voting: the individual probability of casting the decisive vote is essentially zero, so a purely self-interested rational actor would not bother. DIT resolves this immediately: voting is rational because the payoff lies in the shared other-interest domain — in the joint satisfaction of having done one’s civic duty, of participating in a collective act of democratic self-governance.  Voting arises on path 0Z, with a bit of sacrifice in both the profane & sacred domains of interest.

 

What Comes Next: Rebuilding Path 0M — The Universities Above All

 

Magyar, in his first post-election press conference, declared four immediate priorities: anti-corruption measures, restoring judicial independence, ensuring press freedom, and — critically — liberating Hungarian universities and academic freedom. In DIT terms, this is the exactly correct sequencing. You cannot rebuild path 0M in universities if the courts that protect academic freedom remain captured, or if the media environment that shapes public understanding of what universities are for remains polluted.


The challenges are daunting but clear:


•        Structural restoration: Means reversing the foundation model, restoring genuine faculty governance, and replacing the loyalty boards with genuinely independent bodies accountable to academic communities. Magyar’s supermajority gives him the constitutional votes to do this.

•        Funding restoration: Means meeting the EU’s 27 conditions for unlocking €17 billion in frozen funds — conditions that explicitly include ensuring academic freedom — and thus restoring access to Horizon Europe and Erasmus+, reconnecting Hungarian researchers to the transnational path 0M community.

•        Disciplinary restoration: Means reinstating the social sciences and humanities as legitimate and necessary components of a democratic university system. Sociology, anthropology, philosophy, gender studies, political science — these are the disciplines that equip citizens to form an accurate, inclusive, empathy-grounded shared other-interest.

•        Deeper cultural challenge:   Rebuilding governance and funding is conceivable — but restoring the respect for academic work, which has been consistently and severely undermined under a profoundly anti-intellectual, anti-science regime, cannot be legislated. It must be lived, modeled, and demonstrated over years.


And CEU itself? The university has confirmed it will not immediately return its teaching operations to Budapest. Its rector was direct: “What is needed is a vision for how higher education in Hungary should look for the next 20 to 30 years.” Simply dismantling Orbán’s architecture and restoring the pre-2010 status quo — which proved vulnerable to capture in the first place — is not enough. Hungary has the rare and historic opportunity to design university institutions that are structurally resistant to path 0M capture.  Lessons are here to be learned by the US Universities.


The Broader Warning: DIT Is Not Complacent

 

One more thing must be said, because DIT in Metaeconomics is fundamentally a framework for understanding human nature as it actually is, not as we might wish it to be.

The primal pull of path 0G — of self-interest, of ego, of the desire for unchecked power — never goes away. It is part of our evolved biological, economic, and cultural inheritance. Every political system is in a constant, ongoing struggle to balance it with a legitimate, inclusive, well-grounded path 0M. Democracy is not a destination; it is a practice. Its institutions do not maintain themselves. They require constant tending, constant education, constant civic engagement.


Orbán’s playbook — now being studied and partially replicated in the United States and elsewhere where Democracy is under assault— worked precisely because it exploited the gap between the theoretical protections of democratic institutions and the practical conditions required to make those protections real. The courts only protect academic freedom if they are independent. The free press only enables genuine shared other-interest formation if it is genuinely free. The universities only produce honest path 0M content if they are genuinely autonomous. None of these can be taken for granted.


The Hungarian frog jumped. Barely. After sixteen years of slow boiling. At enormous cost in brain drain, institutional degradation, cultural demoralization, and lost generations of democratic civic formation. The lesson is not that Democracy always wins. The lesson is that Democracy requires constant, active, institutions-defending, truth-valuing, university-protecting work — precisely the kind of work that a DIT-informed citizenry, educated in both the reality of self-interest and the necessity of genuine shared other-interest, is best equipped to do.


Postscript: The Adam Smith We Forgot

 

It is worth ending where DIT in Metaeconomics always begins: With Adam Smith.

We remember Smith for the need to provide Incentive to produce the Wealth of a Nation — the idea that self-interest, channeled through markets, produces broadly beneficial outcomes. What we forget is that Smith believed this was only true within a moral and institutional framework grounded in empathy and justice.  The Incentive had to be tempered by the Ethic. He wrote The Theory of Moral Sentiments --- all about the Ethic -- first, and for good reason: Without the moral sentiments, without the capacity to feel and act on our shared obligations to one another represented in the Ethic,  the Incentive goes awry, leading to excesses in both the economy and government, as in cronyism and corruption. To Smith, and the lesson is still relevant today, it was about striking balance in the Incentive & Ethic, the Profane & Sacred, with the latter found through serious and systematic inquiry, with the Universities playing a key role.


Hungary, under Orbán, gave us a sixteen-year demonstration of what happens when the Incentive of the favored few is allowed to operate unchecked.  It was sixteen years when self-interest for the favored was unchained from the widely shared other-interest, when the institutions that maintain the balance are captured and corrupted, when the universities that produce honest path 0M content are turned into regime instruments.



The Hungarians voted to put Adam Smith’s two books back together. Now comes the harder work: Rebuilding the institutions that make the joint reading possible.


And, hey, America, especially American Universities, learn the lessons from what happened in Hungary. Be aware. Resist the move to Autocracy. Don't get boiled.
